1. Background
The Water and Sanitation Development Facility (WSDF) is a funding mechanism of the Ministry of Water and Environment for water and sanitation investments at community level.
The Water and Sanitation Development Facility (WSDF) is a funding mechanism of the Ministry of Water and Environment for water and sanitation investments at community level.
The activities implemented under the Water and Sanitation Development Facility Program includes water supply infrastructure development (new investment, rehabilitation, and major extensions), a comprehensive software and sanitation promotion program in small towns and rural growth centre’s.
The WSDF component has regional branches in South Western Uganda (Mbarara), Northern Uganda (Lira), Eastern Uganda (Mbale) and Central Uganda (Wakiso).
Applications are invited from suitably qualified Ugandans to fill positions available in the WSDF’s. Appointments will be on a two-year contract term subject to renewal upon satisfactory performance. Candidates may be posted to any of the regional offices and will be required to frequently carry out field trips in the area of coverage.

- Evaluate the environmental sanitation situation in the target Rural Growth Centres (RGCs) at the time of application; identify the necessary interventions to improve the situation and carry out follow up surveys.
- Participate in preparation of Terms of Reference (ToR) and Request for Proposals (RFPs) to guide designers and implementers on environmental sanitation activities required.
- Review the Environment Impact Assessment (EIA) reports and
- Environment Monitoring Plans (EMPs) developed by the Design Engineer and make recommendations on mitigation measures for the facilities during construction and operation of the facilities.
- Together with key stakeholders, develop Sanitation related Monitoring and Evaluation (M&E) tools.
- Review achievement of sanitation goals.
- Develop and coordinate all sanitation supervision schedules for the WSDF Regional Branch.
- Support the Small Towns/Rural Growth Centers (STs/RGCs) in designing, implementing and safeguarding catchment protection measures, waste water disposal measures and mitigation plans during implementation.
- Prepare evaluation reports highlighting progress in the implementation of sanitation activities and recommending areas requiring redress.

- Maintain and update asset registers and asset maintenance in accordance with GoU laws and regulations.
- Administration of vehicles and asset use.
- Collaborate with the Head Human Resources in the Ministry to handle personnel matters including identifying capacity needs and recommending relevant training.
- Ensure that the Facility Branch complies with all Government Statutory regulations.
- Organizing staff meetings.
- Assist in preparation of presentations and reports using MS word, Excel and PowerPoint.
- Maintaining office equipment, making travel arrangements and monitoring stationery.
- Carryout any other duties as may be assigned from time to time.
- A Bachelors Degree in Administration, Social-Sciences or a related field from a recognized University/Institution.
