RTI INTERNATIONAL (RTI) is implementing the United States Agency for International Development (USAID)-funded Uganda Governance, Accountability, Participation and Performance (GAPP) Program.
The goal of this five-year program is to increase participation, accountability and local governance for effective service delivery. To achieve this goal, the GAPP Program will focus on three components: (1) Support and strengthen national level government accountability institutions in their interaction with local governments; (2) Strengthen local government revenue, procurement, financial and planning systems; and (3) Strengthen civil society organizations (CSOs) and other non-state actors (NSAs) to improve voice and accountability. The GAPP Program will work at the national level and in at least 24 districts in northern Uganda, western, and central Uganda.

As the prime contractor for the GAPP Program, RTI is currently seeking candidates for the following job positions.
The following position will be based in the GAPP Program headquarters office in Kampala and will require travel to partner stakeholders in the regions mentioned above, to varied degrees
1. Finance and Administration Manager
Job Responsibilities:
  • Work with RTI corporate staff to manage project systems and standard operating procedures related to project finance and administration: issuing and managing subcontracts and grants, procurement, human resources, property management, and other related functions, ensuring systems compliance with USAID rules and regulations and local law.
  • Oversee the project’s financial, operational, and administrative functions, including the
  • administration of the grants program in coordination with the Grants Manager.
  • To ensure segregation of duties for audit compliance, the Finance and Administration Manager will approve payments, while the Office Manager will handle procurement, logistics and human resources, and the Accountant will disburse funds.
  • Report to the Chief of Party.
  • Supervise the Grants Manager, Accountant, andOffice Manager.
  • Report to the GAPP Chief of Party and functional reporting to the Nairobi Regional Controller.
Key Qualifications:
  • A master’s degree in a related field plus 6 years of professional experience, or a bachelor’s degree in a related field plus 10 years of professional experience.
  • Six years of finance and administrative management experience, preferably on a USAID/USG or other donor-funded project in Uganda.
  • Experience supervising other finance and/or administrative staff.:
  • Strong finance, administration, organization, and communication skills.
  • Ability to travel as needed to partner stakeholders.
  • Fluency in English is required; knowledge of other local languages is preferred.

2. Accountant
Job Responsibilities:
  • Assist in the management of program finances and administration
  • Ensuring compliance with RTI financial procedures
  • Prepare and submit monthly financial statements (including expenses, receivable and payables)
  • Ensure timely submission of expense reports, bank reconciliations and wire transfer requests to RTI’s corporate headquarters in the US and/or RTI’s regional office in Nairobi
  • Perform other related duties as assigned.
  • Report to the Finance & Administration Manager
Key Qualification:
  • A master’s degree in a related field with a minimum of one year of relevant experience (preferred), or a bachelor’s degree in a related field with a minimum of three years of relevant experience
  • Previous accounting experience, preferably on a USAID/USG or other donor-funded project
  • Knowledge of institutional accounting and budgeting practices, especially those used by USAID/ USG
  • Audit experience is a plus; excellent computer skills including Word, Excel, and Access; and knowledge of QuickBooks is preferred.
3. Civil Society Program Officer
Job Responsibilities
  • Supporting the Civil Society – Private Sector Advisor to ensure the effective implementation of activities under the component including collecting consultant documentation, organizing and calling for meetings, taking minutes and writing reports and day to day cordination.
  • Serve as a home and field office point of contract and coordination for the District Coordinators regarding civil society activities.
  • Work with national level component and local government component to provide technical inputs for CSO and private sector capacity building and organise and participate in inter component activities
  • Reports to Civil Society – Private Sector Advisor.
Key qualifications
  • A master’s degree in a related field with a minimum of two years of relevant experience
  • Bachelor’s degree in a related field with a minimum of five years of relevant experience,
  • And knowledge of and experience working with CSOs and private sector in Uganda.
4. Office Assistant
The Office Assistant is responsible for the general cleanliness of the RTI/GAPP office premises.
Job Responsibilities
  • Cleaning of office premises, and general maintenance
  • Cleaning all kitchen utensils and store them safely
  • Participate in loading and offloading items as instructed and called upon in the store house
  • Photocopies office documents and training as may be requested from time to time
  • Identifies and keeps stock of kitchen supplies
  • Offers general clerical support to the office
  • Any other duties as may be assigned by the supervisor
  • Reports to the Logistician /Administration Assistant
Key Qualification
  • Must hold Uganda Certificate of Education
  • Must be fluent in English and good time management skills
  • 3 years working experience with development partner or private sector organization
