RTI is currently seeking multiple staff for an anticipated U.S. Agency for International Development (USAID) funded governance program in Southern Sudan focus on building up democratic local governance through improving local government’s ability to perform its core functions and supporting the development of strong and credible state and local systems.
Specifically, the program will engender a bottom-up and inclusive public participatory approach in the decision-making, implementation and accountability of government service delivery and further strengthen linkages within national, state, and local (payam) governments and International/NGOs for better coordination, delivery of services and accountability to the people.
The Chief of Party responsibilities will include technical and managerial responsibility for all project personnel and serve as the project’s representative to USAID/South Sudan, relevant line ministries, other donors and multinationals, technical agencies and other participating organizations as required. The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) and will manage all administrative and reporting activities for the project. He/she will ensure that required reports and documentation are produced according to USAID’s guidelines. Candidate should possess strong management, administrative and writing skills.

The M&E Specialist will ensure the establishment and implementation of an effective and efficient system to monitor progress, impacts and successes of project activities and performance at all levels.
Qualifications: A master’s degree in a related field with a minimum of ten years of experience; A minimum of five years of experience designing and implementing monitoring and evaluation technical systems, preferably for USAID or other donor-funded projects/programs, with a focus on governance and/or civil society preferred. Successful candidates in these fields will demonstrate at least 6 -10 years of experience in one or more area(s) of functional expertise including work on prior government-capacity building programs, specific to South Sudan.
Successful candidates will also have extensive hands-on experience working within their field at the district and/or sub-county level of government, with a variety of stakeholders, including technical staff, elected councilors, and NGOs.
