Job Summary
Reporting to the Country Office Administration Manager, the Administration Officer’s key role will be to provide overall administrative management at the Sub-Office based on CARE – Uganda Operations manual.
Key Responsibilities include:
·Procurement, Inventory and Asset management· Fleet management through ensuring that CARE transport requirements are met with due regard for safety, effectiveness and efficiency· Support the human resource management function in the sub office through Staff orientation, interpretation of HR policies, leave management, personnel records management among others· Supervise and provide support to the program support assistants and all drivers in Gulu, · In charge of Office security· Provision of ICT Support and ensure sub office communication systems operating effectively, e.g. server, e-mail, and phones·general administrative services  based on CARE-Uganda Operations manual · Project finance support as and when requested by the Sub Office Coordinator· The holder will also be expected to use initiative in problem solving and help out in project activities when requested to do so.
Job and Person Specifications (Requirements)
  • A minimum of  a Bachelors degree in Business Administration, Accounting or other related field 
  • Additional professional qualifications like ICSA/ACCA/Procurement, Fleet Management and Logistics will be an added advantage
  • Prior international NGO experience of 3 years and above · 
  • Proven experience in management of a complex administrative section requiring quick problem definition and development of solutions
  • Excellent communication skills both oral and written (i.e. writing letters and memos) · Good computer skills and a certification in this area will be an added advantage
  • Good planning, time management and prioritisation skills
  • High level of integrity at work and good people management skills ·Flexibility at work and willingness to learn at all times
  • A generalist approach to issues at work as the position will support roles in finance and program
