Reports to: Chief Executive Officer
Job Purpose Summary:
  • To give support to the Administration section and control the Finances of the organisation in line with assigned duties.
  • To give support in the daily running of the organisation.
  • To support the organisation in networking and PR especially in relation to organizing networking and PR functions.
  • To take a lead in giving direction towards the proper application of financial policies and procedures as laid out in the Finance Operations Procedures Manual.
  • To be part of meetings and functions as assigned by the Line Manager.
  • Should have exceptional skills and knowledge in preparing and drafting proposal and concept papers.
  • Should have hands on skills and experience in dealing with minors of all multicultural background

Major Functions:
  1. Keep regular books of accounts, ensure timely posting of transactions, ensure proper filing and safe custody of all accounts documents.
  2. Prepare bank reconciliations regularly.
  3. Prepare timely financial statements and submit them to the CEO.
  4. Advise the organization as far as fund utilization is concerned.
  5. Participate in planning and budgeting for activities.
  6. Work in conjunction with the CEO and staff to ensure that accountability documents are in line with the Help Africa Finance Operations Procedures Manual, MoUs, vehicle logbooks and any other relevant documents. To take a lead in timely annual budget projection, preparation and monitoring.
  7. To enable Help Africa fulfill its finance and fundraising functions, with the Chief Executive Officer.
  8. Performs any other duty as assigned by the CEO.

Job Description
Financial Direction, Leadership and good management       
Financial Management
  1. To assess the financial needs and resources of Help Africa for the year and quarterly.
  2. To identify and assess capacity of partners to handle Help Africa funds and other resources.
  3. To take a lead in guiding the writing of annual and quarterly Help Africa budgets based on the Help Africa cost centres and budget lines and tailoring them for external marketing and fundraising purposes.
  4. To go over and submit annual and quarterly budgets to CEO for recommendation to Board for approval.
  5. To establish a monitoring system for all Help Africa funds and resources and set up performance indicators.
  6. To control and account for all resources within Help Africa and the projects, according to authorized finance policies and procedures.
  7. To participate in regularly reviewing CORE and project implementation budgets, in conjunction with relevant project, technical persons and Help Africa staff.
  8. To produce monthly, quarterly and annual and financial reports, or as otherwise required by management and the Board.
  9. To identify prospective funders, raise funds and maintain good donor relations.
  10. To submit quarterly and annual narrative and financial reports according to the Help Africa individual funder requirements, reporting guidelines and timelines.
  11. To attend senior management meetings.
  12. To participate in financial data collection, entry, analysis, packaging, dissemination and soliciting feedback.
  13. To organize reflective activities involving all stakeholders.
  14. To be part of the internal audit team.

External relations
  1. To make arrangements for all communication and activities with bankers, in conjunction with the CEO and other authorized people in Help Africa.
  2. To organize annual internal and external audits, in conjunction with the CEO and other authorized people in Help Africa.


Other duties
  1. To undertake training as required.
  2. To undertake any other duties in line with Help Africa policy.

Person Specification
  • Hold a degree or equivalent qualification. In addition the following qualities are important.
  • Knowledge – Experience

Essential:
  • Extensive knowledge of finance management in the public/voluntary/NGO sector and experience of working in voluntary and community organisations.
  • Knowledge and good Experience in using QuickBooks.
  • An understanding of funding opportunities to support Help Africa’s activities.
  • Experience of budget preparation and financial management.
  • Experience of developing and maintaining working relationships with both senior figures in other organisations and staff within Help Africa.

Desirable:
  • Knowledge of other accounting packages.
  • Experience of writing funding applications.
  • Knowledge of the legal requirements of a company, registered charity and employer.
  • Higher Education qualification.
  • Skills and Abilities

Terms and Conditions

Salary:                         Gross Salary Ushs 500,000= (Five Hundred thousand shillings per month for the first three months of probation.

Hours:                          Full time-at least 40 hours per week. (A certain amount of evening and weekend work is inevitable).

Location:                      Kampala (may include traveling from time to time).

Annual leave:               20 working days.

Contract length:           One calendar year.

Notice:                         Notice to terminate employment is one month by either side.
