BACKGROUND: The Baylor College of Medicine Children’s Foundation – Uganda (Baylor-Uganda) headquartered at Mulago hospital, is a comprehensive HIV/AIDS care and treatment organization that supports the treatment and care of HIV infected and affected Children and Adults. Baylor – Uganda has four operational areas; HIV/AIDS care, treatment and prevention services, maternal child health services, Health Professional training and Clinical Research. Baylor-Uganda is in receipt of UNICEF and PEPFAR grant through CDC, and is looking for knowledgeable, enthusiastic and compassionate individuals for the role positions below.
Head of Operations-1 Position (Head Office)
Reports to: Executive Director
Role definition: To initiate, develop and monitor the implementation of systems, policies and procedures for managing the HR and operational issues in line with Baylor Uganda’s mission
Key Result Areas
1. Review and approve policies from the HR and administration Departments, then present them to the Top management team for final approval in line with Baylor-Uganda’s mission
2. Identify potential areas of funding for operational activities and develop fundable & research proposals to support the functionality of the operational directorate in line with Baylor- Uganda’s mission
3. Review and approve fi nancial operational forms or cheques in the absence of the Executive Director or when mandated by the Executive Director in line with Baylor-Uganda financial guidelines
4. Perform Administrative and Management functions as assigned by the Executive Director, like cheques approval/ requests, approval of external contracts, new staff offer letters, staff contracts, in line with Baylor-Uganda’s mission.
5. Review quarterly and annual reports performance reports of HR department and administration department and make recommendations to the ED then conduct quarterly lessons learnt meetings with the respective managers to improve the Directorate’s performance in line with Baylor-Uganda’s mission
6. Develop and monitor the implementation of the Directorate work plans and budgets in line with Baylor-Uganda financial policy and Baylor-Uganda’s mission.
7. Develop and monitor the implementation of ‘3 or 5 years operation strategy’ for the directorate based on holistic strategic thinking through developed periodic Directorate BSCs and PMP for various programs for sustainability/ continuity in line with Baylor-Uganda strategic plan
8. Monitor the quarterly performance of the various programs in the directorate and make recommendable measures including quarterly PMP/BSC targets to strengthen their functionality then periodically report on the Directorate performance in line with Directorate operation strategy
9. Develop and maintain a competent & motivated “team of Managers” through implementing HR support activities in line with the Human resources manual.
10. Develop and maintain partnerships and networks with key actors/stakeholders for operational development in line with Baylor-Uganda PR, networking and advocacy policy
Job specifications: The job holder should have;
1. A Masters degree in a relevant field or MBA with a related management back ground
2. The candidate must have at least ten (10) years of senior management experience in Operations Management, ideally in the NGO or private sector. Experience in project management of engineering works or management of large, multi-site facilities would be a signifi cant advantage 3. Practical knowledge of service and repair requirements for machinery, equipment and vehicles; plus project planning & management principles; and human resource management.
4. Have Key personal competences in Team and communication skills, networking and partnership skills. Must be dynamic, Persuasive
&convincing, self- motivated and able to demonstrate high initiative.
Program Manager (Rwenzori)-1 positions
Role definition: Develop and monitor the implementation of systems, policies and procedures for aligning the various project objectives to health services from the district level to health facility and community level in the region in line with Baylor Uganda’s mission.
Key result areas:
1. Develop and monitor the implementation of annual and quarterly consolidated work plans, procurement plans and budgets for Region as well as phasing in and phasing out the projects/programs in line with various program objectives and Baylor Uganda fi nancial guidelines
2. Review and Monitor sub-granting process to the district and follow-up accountability of the grants in liaison with grants officer and program coordinators and as well as approve recommendations in line with Baylor grants policy
3. Review and monitor the implementation of a 5 year Regional operation strategy based on holistic strategic thinking’ for the sustainability or continuity of all Baylor supported programs in line with Baylor-Uganda objectives
4. Develop and monitor the implementation of the capacity building program based on clear identified needs i.e. training, mentorship, and support supervision programs as well as retooling plan (materials, working tools & space) which includes refurbishment of appropriate infrastructures as per the various program objectives
5. Develop and maintain a competent & motivated “team of Regional leaders” through implementing HR support activities in line with the Human resources manual.
6. Develop strategies to Strengthen civil society advocacy and campaigns to increase demand for services, community enagagement in line with various program objectives and the MoH related guidelines
7. Develop and maintain strategic partnerships and networks with district key stakeholders and other partner organizations involved in programs and advocate for a comprehensive, relevant and harmonized interventions in the region in line with various program objectives
8. Develop and implement strategies for conducting periodic program review/lesson learnt meetings based on the set and agreed upon periodic targets for various programs as well as periodic QI and M&E Program reports, then write and submit periodic reports to the supervisor and other key stakeholders in line with various program objectives and MOH program targets.
9. Develop and monitor the implementation of strategy for strengthening the referral system from village level using VHTs/ community stake holders to various levels of health facilities as well as the Regional Referral Hospital in line with MoH referral structure
10. Develop fundable proposals in collaboration with other Baylor-Uganda members and other key stakeholders for the sustainability or continuity of various programs in region in line with Baylor Uganda strategic objectives
11. Identify research opportunities and monitor the conducting of research and presentation of findings based on documented related lessons learnt plus experiences in conferences, journals and other medical related literature as in line with Baylor Uganda research guidelines
Job specifications:
The job holder should have;
1) A Masters in Pediatrics or Public health and must be registered with the relevant professional body. (2) at least (5) years of experience in managing Health programs/ projects with a reputable international NGO, and direct experience with local governance and donor representatives Experience in HIV/AIDS and ART is an added advantage. (3) have ever written research abstracts and manuscripts and even presented in conferences or published (4) skills in resource mobilization most especially writing proposals (5) have Key personal competences in Team, networking and communication skills, Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative
M & E Officer – 2 positions (1 for Koboko/Yumbe and 1 for Karamoja)
Role definition: Review and implement M & E/data management systems and guidelines for measuring and tracking district programmes/projects performance in line with the M & E/Data departmental mission.
Job specifications: The job holder should have;
1) A Bachelor’s (honors) degree in statistics or demography or qualitative economics with a formal qualification in monitoring and evaluation. (2) at least 2 years of experience in Log Frame Approach in planning, monitoring and evaluation; application of qualitative and quantitative M&E methods; with a reputable international NGO, and direct experience with government and donor representatives (4) have Key personal competences in Team and communication skills, networking and partnership skills. Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative. (5) Knowledge of common Statistical analysis and database management packages Ms Access, Ms Excel, STATA, SPSS, EPiDATA
Nurse Counselor – 2positions (Karamoja sub region)
Role definition: Review and monitor the implementation of Baylor Uganda PMTCT/EID/HCT objectives in alignment with up to date
MoH guidelines for PMTCT/EID/HCT to health facility service programs, system and structure
Job specifications:
The job holder should have; 1) A degree in Nursing (reproductive health) from a recognized institution and must be registered with the relevant professional body. (2) Trainer of Trainers in PMTCT and Early Infant Diagnosis and must have solid working knowledge (practical skills) in the following areas: PMTCT, PWP, HCT, AB and ART (3) 3 years of related experience in PMTCT/ EID Programs, with a reputable international NGO, and direct experience with government and donor representatives (4) have Key personal competences in Team and communication skills, Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative.
Laboratory Officer – 1 position (Karamoja sub region)
Role definition: Review and monitor the implementation of guidelines for providing laboratory test services in Karamoja sub region in line with current MoH laboratory professional standards and Baylor Uganda’s mission
Job specifications: The successful candidate will have: 1. A degree in Biomedical Laboratory Science or other laboratory related course with 3 years of laboratory work experience. Post graduate diploma in managerial aspects /masters in a laboratory related course and 2 years experience at a supervisory role will be an added advantage. 2. The candidate must be 25-30 years. 3. Have Key personal competences in customer care principles, Team, Focused and observant, analytical skills, networking and communication skills, documentation and reporting, presentation and training skills, profi cient use of automated laboratory instrumentation. 4. CQI Care & Treatment officer – 1 position (Karamoja sub region)
Role definition: Review and monitor the implementation of systems, policies and procedures for aligning the various project objectives to health services from the district level to health facility and community level in Karamoja sub region in line with Baylor Uganda’s mission.
Job specifications: The job holder should have; 1) An M.B.Ch.B and registered with the Uganda Medical and Dental Practitioners Council. (2) At least three years of experience in clinic or hospital based services. 2 years experience at a supervisory role will be an added advantage. Experience in HIV/AIDS and ART is an added advantage. (3) have Key personal competences in Team and communication skills, Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative.
Driver – 4 positions (3 for Karamoja sub region and 1 for Head Office)
Role definition: Carry out the operational and preventive maintenance of BAYLOR vehicles for administrative and operational functions to facilitate delivery of services to Baylor Customers in line with the departmental mission Job specifications: The job holder should have; 1) an O level certificate and a valid driving permit, a basic administrative & transport management course and Defensive driving training with 5 years working experience. 2) have Key personal competences in Team and communication skills, with office organizational skills
Pharmacy Technician– 1 position (Karamoja sub region)
Role definition: Review and monitor the implementation of systems and guidelines for providing Pharmaceutical services in the Karamoja sub region in line with Baylor-Uganda pharmacy mission and related guidelines for NMS and MoH
Job specifications: The job holder should have: 1) a relevant diploma in Pharmacy. However a Degree in Procurement and Supply Chain management or professional qualifications in CIPS will be an added advantage 2) At least two years of working experience in medical logistics work. 3) Have Key personal competences in team and communication skills, Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative.
Grants Officer– 2 positions (1 for Karamoja sub region and 1 for West Nile)
Role definition: Monitor the implementation of Baylor Uganda sub grants with particular focus on the development of a sound financial & grants management system that ensures timely disbursement of funds, full accountability and value for money of sub grants Job specifications: The job holder should have; 1) A Bachelor’s (honors) degree in Commerce, Accounting or Finance with Knowledge of any Finance and accounting packages. (3) at least 2 years of experience in managing district grants programs/ projects with a reputable international NGO, and direct experience with government and donor representatives (4) have Key personal competences in Team and communication skills, Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative.
Administrative Assistant in the region– 1 position (Karamoja sub region)
Role definition: Plan and implement policies and procedures for operational management i.e. general office administration, micro procurement and fleet management in line with the related operational policies and UNICEF project objectives Job specifi cations: The job holder should have; 1. A Bachelor’s Degree (honors) in a business related course but with procurement/logistics management as a major or social work and social administration or any degree oriented towards Administration 2. Good interpersonal skills, communication skills and analytical skills. 3. Good computer skills and knowledge of computer accounting packages, 4. The job holder must have at least two (2) years relevant working experience in general office administration and fleet management in a reputable organization, 5. Knowledge of the local language will be an added advantage
Administrator –1 position (1 for Eastern region)
Role definition: Monitor the implementation of policies and procedures for general office administration and fleet management

Administrative Assistant– 1 position (Head Office)
Role definition: To safeguard Baylor Uganda’s properties and provide administrative support to all departments and the office of the ED once in a while in accordance with Baylor Uganda policies and procedures
Job specifications: The job holder should have; 1. A Bachelor’s Degree (honors) in a business related course or any degree oriented towards Administration and post graduate diploma in management will be an added advantage 2. The job holder must have at least three (3) years relevant working experience in general office administration. 3. Should have ability to handle executive or high profile visitors; organize travel arrangements, hotel reservations, visa processing for the Executive Director, international visitors/partners; prepare agendas and schedules for meetings, workshops, events and appointments for a top manger. 4. Knowledge of computer literacy in programs such as micro soft outlook, micro soft word, micro soft excel, and micro soft power point. 5. Accountant– 1 position (Rwenzori region)
Role definition: To prepare accurate and timely financial statements and management reports according to International Accounting standards and Baylor-Uganda Financial Manual.
Job specifications:
The successful candidate will have; 1. A Bachelor’s Degree (honors) in Commerce, Accounting, and Business Administration (Accounting option) with a professional qualifi cation in ACCA or CPA. 2. The candidate must have at least three (3) years relevant working experience with a reputable international NGO. 3. The candidate must be 25-35 years of age and Registration with the relevant Accounting professional body required.
