The National Agricultural Research Organisation (NARO) is established by the National Agricultural Research Act 2005 as a body corporate responsible for the coordination and oversight of all aspects of agricultural research in Uganda. The Director General (NARO) invites suitably qualified Ugandans to apply for the following positions at the organisation Secretariat, Entebbe.
Job Title: HEAD QUALITY ASSURANCE
Reports to: Director Corporate Services
Salary Grade: UR 3
Overall Responsibility:
The successful applicant will head the Quality Assurance Unit and will be responsible for the day-to-day management of all aspects of quality assurance in research programmes, services and outputs of the National Agricultural Research System.
Tasks and Responsibilities:
• develop, direct and coordinate an organisation wide quality research implementation frame work.
• develop and recommend to the Council for approval standards and guidelines for conducting and delivering agricultural research services;
• ensure research programmes, services and processes meet agreed standards;
• maintain a database of agricultural research service providers;
• monitor the performance of agricultural research service providers and developing a dynamic and demand-responsive system for capacity strengthening of service providers, and overseeing the associated capacity strengthening activities;
• ensure that the process of agricultural research priority setting at national and zonal level comply with agreed standards and guidelines.
• ensure that the vetting process for the competitive grant awarding process complies with agreed standards and guidelines;
• ensure that the quality of official publications, reports and information released by the organisation are of a high standard
Requirements:
• At least Masters Degree in the field of natural sciences or socioeconomics. Possession of a PhD will be an added advantage.
• Broad understanding of the role of agricultural research in agriculture and rural development.
• At least 10 years experience in agricultural research management at a senior level.
• A track record in agricultural research or research in other related fields evidenced by peer reviewed publications
• Evidence of technical knowledge and skills relevant to research quality assurance
• Demonstrated leadership qualities as well as team building and administrative skills
Job Title: SENIOR QUALITY ASSURANCE OFFICER
Reports to: Head Quality Assurance
Salary Grade: UR 4.
Overall Responsibility:
He /She will be responsible for facilitating the development of standard operating procedures and guidelines for research and administration in NARO.
Main Duties:
• Develop, disseminate and update quality assurance standards and guidelines for the management and delivery of research service
• Design and implement quality management training programs for scientists and technicians.
• Guide the process of developing Standard Operating Procedures
(SOPs)and guidelines for research and administration;
• Develop guidelines for SOP preparation, approval, tracking, review, and archival;
• Develop a system for monitoring compliance with agreed standards;
• Register and maintain a database of Agricultural Research Service Providers;
• Develop a document control systems for all agreed SOPs;
• Vet research projects for compliance with SOP requirements and checklists prior to funding;
• Performing any other duties as shall be officially assigned
Minimum Qualifications:
• A masters degree in biological sciences, agricultural economics, agribusiness or Business Administration.
• Minimum of five years of relevant quality planning and management experience in a busy organization
• Experience in training on and standards and quality compliance.
• Proven experience and ability to manage people, processes and technology.
Job Title: SENIOR CORPORATE SERVICES OFFICER
Reports to: Director Corporate Services
Salary Grade: UR 4.
Overall Responsibility:
He/she will provide professional leadership and guidance on legal matters of interest and concern to the organization.
Specific Duties:
The successful candidate will:
• Provide legal advice and guidance to the NARO Governing Council and management.
• Provide guidance on the registration and protection of intellectual property rights, privilege’s and interests arising out of NARO led Agricultural research.
• Support the training of NARO Scientists in Intellectual Property
Rights and discerning patentable areas arising from agricultural research;
• Provide in house expertise and guidance necessary for the drafting and signing of contracts, agreements and memorandum of understanding by various stakeholders.
• In liaison with lawful authorities, lead the process of registering the organization land.
• Play a link role between NARO and contracted Legal service providing firms.
• Advise Council, management and staff on the interpretation of the National Agricultural Research Act, 2005, and other enabling legislations.
Minimum Qualifications and experience:
Candidates must possess a good degree in Law. Possession of a Diploma in Legal Practice is an added advantage.
• A minimum of five years’ of legal practice in a reputable organisation or fi rm.
• Experience in the area of intellectual property rights, patenting and protection of innovations is desirable.
Job Title: COUNCIL SECRETARY
Reports to: Director Corporate Services
Salary Grade: UR 4.
Main Duties:
• In consultation with the Chairman and the Director General, draw the agenda and convene Council and Committee meetings.
• Schedule, arrange, plan and attend all Council and Council Committee meetings for purpose of taking and keeping a record of proceedings.
• Prepare for approval, implement and monitor Council and Committee work plans and budgets and manage the Council vote.
• Prepare periodic Council status reports for review and adoption before circulation
• Arrange and forward copies of business documents for Council and Committee meetings two weeks before the scheduled meeting dates.
• Communicate Council Policies and instructions to management for implementation.
• Advise and guide members of Council on all laws and regulations governing Council businesses.
• Ensure that Council members and management operate within an authorized framework approved by Council and law of Uganda.
Minimum Qualifications:
• A good degree obtained from a recognized university.
• Must be a member of the Institute of Chartered Secretaries and Administrators.
• Applicants must have at least five years’ experience as Board Secretary, Council or Committee Secretary/ Clerk in a busy and reputable organization with a minimum age of 35 years and below 50 years.
• Must be proficient in Micro soft office packages namely, word, excel and power point and ability to promptly transcribe and produce quality resolutions, minutes and reports without assistance.
• Must be an excellent communicator in both written and speech.
• Must be person of integrity, honesty and able preserve confidential information.
Tenure of office:
Successful candidates for the advertised vacancies shall be employed on four years’ renewable contracts subject to satisfactory performance and good conduct.
