Senior M&E Officer ( People Performance Group, Uganda ) Eight of Uganda’s Development Partners (Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the UK and the European Union) have established a Democratic Governance Facility (DGF) to manage coherent, harmonized and coordinated support aimed at enhancing democratic governance in Uganda. The DGF is establishing partnerships supporting Ugandan state and non-state actors within three interlinked components: Deepening Democracy; Rights, Justice and Peace; Voice and Accountability. Senior M&E Officer In cooperation with the Component Managers, the Senior M&E Officer will be responsible for the implementation and further development of the DGF’s M&E Framework, adopting key approaches related to Re­sults Based Management. Keys Responsibilities Within the first six months, manage a baseline survey, generating data related to key areas, and assist in the development of monitoring mechanisms. Prepare an Annual M&E Programme of Action (AMEPA) for the DGF. Implement the AMEPA in cooperation with DGF programme staff, partners and external consultants. Provide methodological support, at the request of Component. Managers, to Joint Reviews of specific partner interventions. Provide reports and information for the DGF website and DGF publications. Facilitate DGF Annual and Midterm Reviews. Assist the HOP in managing external consultants in M & E for selected partners. Develop and support a Learning Platform for M&E professionals in partner organizations.

Requirement: A Masters' degree in a related field from a recognized University. Training in M & E, cost-effectiveness analysis and results-based management. At least 10 years of relevant professional experience in state institutions, NGOs and/or international development partners.
