Protecting Families against HIV/AIDS (PREFA) is an indigenous Ugandan Non- Governmental Organization (NGO) with a historical focus on Prevention of Mother-to-Child Transmission (PMTCT).
In preparation for its three year CSF funded project, Reduction of New HIV Infections through Enhanced Community Engagement in Combination HIV Prevention in Arua District, PREFA is seeking qualified candidates to fill the following position:
Job Title Project Officer – Monitoring & Evaluation Reporting to:Protect Coordinator
Duration: 36 Months
Work Station: Arua
Gross Salary: Ushs 21,295.922 pa.
Job Summary:
  • The project officer – Monitoring and Evaluation will support the project coordinator in the design and implementation of monitoring, evaluation and reporting systems to ensure PREFA provides compatible data supportive of program and donor reporting requirements. S/he is responsible for developing and implementing methodologies and standards (in line with donor requirements) for evaluating program activities.
Key Result Areas:

  • Develop, design and implement a robust and integrated M &E system for PREFA activities in Arua district with support from existing M &E staff.
  • Assist in the preparation of detailed implementation plans (DIP) consistent with the project objectives and expected outputs and support monitoring of the implementation of approved DIP.
  • Work closely with GSF, PREFA technical team to design and implement to design and review design management systems.
  • Ensure that all donor reporting requirements on program outcomes are met, and assist implementing agencies in setting up reporting and tracking systems to provide information in an efficient and timely manner.
  • Develop written reports based on evaluation findings.
  • Collect, analyze and aggregate M&E data across health centers and targeted sub counties/parishes in Arua district.
  • Keep PREFA management informed of monitoring and evaluation data relating to trends in the HIV/AIDS epidemic in the region through surveillance of other key data sources available.

Requirement:

  • First Degree in Economics or Statistics or Development Studies or Health.
  • Training in Health Management and Project Planning and Management
  • 4-7 years working experience in programme monitoring and evaluation
  • Experience in monitoring of HIV/AIDS services
  • Proven knowledge of PRA methodology / PLA.
  • Knowledge of computer applications especially statistical packages.
  • Knowledge of log frame development and project design and management.
  • Knowledge of National and international legislations and policies relating to HIV/AIDS Care
  • Skills in computer applications especially statistical packages, Database, Spread sheet and Power Point packages
